Office of Student Safety and Management

Our Focus

The focus of the Office of Student Safety and Management is to establish and maintain the safest possible environment for all students and staff as they go about the business of teaching and learning. Creating this environment requires the coordination of programs concerned with school safety planning, emergency management, crisis intervention, the Student Code of Conduct, evidentiary hearings, and the operations of the Campus Police Department. Customer service is a high priority in our office.

Our Areas

I. The Code of Conduct

Clear definitions of acceptable and unacceptable behavior combined with fair, consistently applied consequences help prevent a great deal of student misconduct in schools. Therefore, our Student Code of Conduct is an essential part of our efforts to create and maintain a safe environment for teaching and learning. The Code of Conduct describes the standards of appropriate conduct to which we hold students. The variety of consequences that may be imposed for misconduct is also described there. Repeated or more serious infractions generally result in more severe consequences. Each student in Bibb County Schools receives a copy of the Code of Conduct at the beginning of the school year. Parents are strongly encouraged to review the Code with their children so that there is a clear understanding of appropriate and inappropriate behaviors.

II. Evidentiary Hearings

For the most serious infractions (Level III & IV in the Code of Conduct), students in grades 6-12 may be recommended for assignment to the Joseph Neel Academy (formerly the Alternative School) or for expulsion. These students and their parents are entitled to a prompt hearing about the charges against them. The hearing officer then determines what consequence(s) are to be imposed. Questions about evidentiary hearings and their scheduling should be referred to Mrs. Linda Langley, 765-8547.

Dr. Rob Sumowski, Director of Student Safety and Management, hears appeals by students who are expelled from Neel Academy. The Office of Student Safety and Management should be contacted within ten days of expulsion from Neel Academy should a student wish to exercise his or her right to appeal such an expulsion.

III. Investigations

Establishing and maintaining a safe environment for teaching and learning also requires that standards for the safety and conduct of employees are included in our plans. The Office of Student Safety and Management works closely with the Department of Human Resources to assess needs, collect necessary data, and make appropriate recommendations when employees engage in conduct which fails to promote the overall safety of our schools and work sites.

IV. Campus Police Department

Safety of schools and other work sites is enhanced by the services of the Campus Police Department, a certified law enforcement agency in the state of Georgia. The Campus Police Department operates under the leadership of Chief Daniel DeCoursey. Please see the Campus Police Department’s section of this website for further information.

Summary

Each of these programs has been designed to promote the safest possible operation of our schools. In addition, parents and the public need to be informed about the efforts of the Bibb County Public Schools to provide an environment that allows students to learn and teachers to teach without fear for their safety.
